Ponding and localized urban flooding is a possibility. In addition to the heavy rain, a rumble or two of thunder is possible as the Storm Prediction Center has parts of our region, mainly south of Philadelphia, under the marginal risk category, which is a level 1 risk — isolated strong to severe storms possible.

While much of the nation will be rain-free on Halloween, that won't be the case in much of the Northwest or parts of New England.

The forecasted high is below average for this time of year. The 30-year average maximum temperature for Oct. 28 is 58 degrees. The forecasted low is three degrees warmer than the established normal of 36 degrees.
